Housing , traffic make Adelaide Australia's most liveable city CHIPLE LE GRAND ADELAIDE has been judged Australia's most liveable capital city and Sydney the least, according to a Productivity Commision report comparing the planning and zoning systems across all state and territory jurisdictions. The new measure, constructed by combining 17 "liveability" criteria such as public transport, quality of shcooling and housing affordability, will fuel debate on the federal government's population strategy released last week. In a line-up of state and territory capitals, Adelaide is judged as having affordable housing, passable public transport and tolerable levels of traffic congestion. Sydney, by contrast, has the nation's least affordable houses, the worst roads and poor public transport. Asked in a recent Auspoll survey whether their city had good public transport and minimal traffic congestion, a mere 13 per cent or Sydney respondents agreed. Nearly two out of three people living in Canberra answered yes to the same question. The snapshot of cost of living, commuter and public safety pressures, taken from a range of data and sources, provides the social backdrop for a dense, 503-page examination of how current planning and services. The report si the latest in a series published by the Productivity Commisionk, at the request of state and federal governments, which seek to benchmark the "regulatory burden" in various policy areas across teh three levels of government. It finds the complexity of planning and development has increased as planners are confronted with population, increasing congestion, delays in moving people and goods around larger cities and pressure on energy and water supplies. "An added complexity comes from the uncertainty about how much each city's population will grow," the report warns. "City planning needs to allow for a wide range of alternative population growth rates." The federal government, in its Sustainable Australia, Sustainable Communities report released last week, chose not to set a national population target. The Productivity Commision report finds city planning regimes suffer from "objectives overload", in which systems are hampered by rolling reforms, conflicting objectives and long time lags. It also notes the difficulty in planning for large, expensive developments such as ports, airports, roads and railway lines, where the cost of land use is borne by ratepayers in one or a few shared across city of region. It describes planning as best delivered through "business and community rengagement, transparency, probity and accountability". "Ultimately, though, given the nature of 'trade-offs' in many of these planning decisions... such decision-making is not, in the end, technical or administrative, but essentially 'political'". The report says there is no agreed set of indicators for city liveablility, but the two measures most regularly cited are housing affordability and traffic congestion.
人気blogランキングへ タイピング練習の方が気楽 soaking up the culture A BALDING, MIDDLE-AGED man moves his stubby fingers across the chequered gameboard with impressive dexterity and carefully positions one of his few ramaining chess pieces. A handful of his mates learn in and watch closely as his opponent - another middle-aged man wearing nothing but a pair of faded Hawaian-print board shorts - acratches his maked chest and ponders his next move. The moves continue, back and forth, and the men seem largely unaware of the throng of swimmers splashing in the water around them. You see, these men are playing on a waterproof chess board on a concrete bench jutting out into the warm water of Szechenyi Spa, one of Budapest's may therapeutic bathing complexes. Playing chess in a pool may seem a little unusual but it's all part of an ordinary day in the life of many Hungarians. Budapest prides itself on being the spa capital of the world with about 80 geothermal baths for locals and tourists to visit. Some visit the baths as a special treat to relax their weary bodies and enjoy beauty treatments and massages, but others consider it a daily ritual and social catch-up and use time at the baths to indulge in various hobbies - like chess. Szechenyi has 15 pools - 12 indoor and three outdoor which date back to 1913 - making it one of the largest therapeutic bathing complexes in Europe. You not only find men playing chess in the pools (where water temperatures vary from 20 -40C), but bookworms precariously hold novels above the water as they attempt to read while bathing. The ornate yellow buildings of the complex provide a colourful backdrop against the crisp blue water and sky overhead, while a haze of sulphuric steam drifts across the pool's surface. Many women - and some men - bob around in brightly-coloured shower caps as they enjoy the spa jets, waterfalls and whirlpools in the main pools. Young leved-up couples intermingle with the elderly - everyone is welcome in this long-standing bathing ritual. The strong Aussie dollars means you get good value when switching to Hungarian Forints - basic baths entry is just $13AUD (extra for massages and treatments), and electronic wrist bands provide easy access to private change rooms and lockers. The great thing about Szechenyi is that men and women bathe together - many other baths in Budapest are segregated - making it a great place for couples, famillies and groups of friends. You need at least a couple of hours at the baths, which are a perfect way to relax after a busy day exploring Budapest, a city of 1.7 million people. Once split into two cities divided by the Danube River - known as Buda and Pest - the city became one in 1873 and brims with history, beautiful buildings and amazing food. One things is certain; you'll never go hungry in Hungary, especially if you visit the all-you-can-eat cake buffet at the Marriot Hotel. Here diners are confronted with rows of babulous-looking cakes, flans, strudles, chocolates, mousse cups and cookies, all laid out on tiny trays in tasty bite-sized portions. Add to that fruit, cream and vanilla and chocolate sauces (plus unlimited sparkling wine and free tea, coffee or hot chocolate) for just $13 and it's ehaven for any sweet tooth (you don't have to be a hotel guest to enjoy the buffet). The only downside of pigging out on cakes is that you probably won't have room for all the tasty food on offer at the local markets. The Great Market Hall, alongside picturesque Liberty Bridge (one of Budapest's many eye-catching gridges), is filled with clothing, jewellery, souvenirs, baked goods, fresh vegetables and cold meats, making it the perfect place to enjoy authentic Hungarian salami. Budapest attracts 2.3 million tourists a year and it's not hard to see why. For the past two years it has been ranked in the quality of life index as the most livable Central/Eastern European city and was named among Europe's top 10 most idyllic places to live in Forbes magazine. By day it is a great place to wander and soak up the splendour of the many ornate buildings, bridges and churches. Spectacular Buda Castle dominates the landscape, while the equally-impressive neo-Gothic parliament buildings (where the Hungarian Crown jewels are on display) is a must-see destination along with Heroes' Square and Fisherman's Bastion, a pictuesque viewing terrace along the river. By night Budapest is even more stunning, and a Danube river cruise is an essential inclusion in any itinerary. The two sides of the city are connected by numerous bridges, including the impressive Szechenyi Lanchid (or Chain Bridge), the first bridge to link Buda and Pest. The suspension bridge has become one of Budapest's most photographed landmarks and was named after Count Istvan Szechenyi, the same man Szechenyi Baths are named after. The plethorea of briges means you can easily spend hours wandering the streets of Budapest. And best of all, once you tire of sightseeing, you can always return to the baths to relax and unwind, and even play a round or two of chess if you're game to challenge the locals.
Fish feast tops menu NATALIE DIXON THE volume of fresh sea-food brought into Cairns has more than doubled in preparation for today's pre-long weekend seafood rush. The Easter long weekend is second only to Christmas in terms of the amount of fresh seafood sold nationally. And shelves at the Far North's seafood suppliers were stacked with a wide selection. "We got 14 species of fish; barra, snapper, wahoo, cod and coral trout as well as prawns, Moreton Bay bugs and mud crabs straight from Mapooon in Cape york," ISP Fish market Cairns managing director David McAtamney said. "We will be selling from Portsmith and Smithfield today and Saturday for Easter and are expecting it to be very busy." Stephen Georgouras of CAirns Ocean Products said "tonnes" of prawns and fish would be sold today. Prawns were selling for $12.99 a kilo, he said. "We have a full range, as normal but we have upped the volumes for Easter shoppers," he said. "Cairns locals always have to have prawns when they are on holiday, they are so popular." The entire region is gering up for a massive Easter weekend with high visitor numbers expected from Cardwell to the Cape. Camping grounds at Lake Tinaroo were fully booked. A Discovery Holiday Park-Lake Tinaroo spokesperson said the last spots were filled this week, although some sites had been pre-booked for the past year. Visitors also were expected to flock to Port Douglas, where a free ferry ride to the Daintree was on offer until May 2. Mission beach hoteliers were looking forward to bookings after weeks of lost revenue post-cyclone Yasi. Tourism consultant Terri Scarborough said a handful of accommodation houses was fully booked with many others at 50 per cent capacity and rising. "The visitor centre has been flat out too with visitors coming and going all week, many people have called us to book and say they will be coming down especially to support us after Yasi, which is so nice," she said. "The sun is out too so we are expecting a brilliant weekend." The rest of the cyclone-revaged Cassowary Coast won't miss out, with reporters that many are heasing south to Cardwell. Lance Edward of Camping World in Cainrs said people coming into the shop had been getting excited about heading south this weekend. "We have been flat out all week, tents, tarps, torches and portable fridges are flying out the door," he said.
