【20年的回憶】。
對由昨天的6月19日被進行的「美國軍的原士兵」的「琉球人女性rape殺人事件」的「美國軍人以外的工作人員事件抗議沖繩縣民大會」。從這個昨天開始繼續的宣傳媒體報道，隱藏著根本的大的問題。一連串的宣傳媒體報道隱藏著為「沖繩核密約問題和琉球獨立問題」這個「在海上全美軍基地撤退和在海上全自衛隊基地撤去」直接連結的根本的大的問題。

「日本政府，國是的無(非)核武器三原則尊重,不過，日本憲法沒禁止核武器的使用」

通過主張日本國內的法的理念的使用，美軍變得不能帶入核武器到沖繩。那個事，像以前的新西蘭和菲律賓等一樣地美軍自己撤退，從沖繩美軍基地也丟失確實。還有，因為如果變成那樣美軍士兵變得也不在所以，應該成為也發生象此次一樣的事件的再沒有事。

站在前頭的事。被題名「祈願」被描繪的繪畫的照片成為報紙報道。據說那個畫兒「沖繩縣和平資料館」被選出了為特選。畫了的是那個繪畫琉球沖繩本地某高中3年級的女子學生。我變成了為那個繪畫的照片被刊登的報紙報道為釘住。成為閃亮放光的合掌在被描繪那個兩手指的前頭的對面上美軍基地的柵欄被寫。我好幾次也重讀，感動了被那個繪畫放入的那個作者的女子高中生的「所想」的言詞。在那個報紙上這樣被寫：
「不知不覺這個柵欄希望被弄破，跨過現狀，與和平未來相連」。那個所想，與我自己想20年後留下東西和驚奇符合著。／

It is the other day. The photograph of the picture which was titled saying "I pray", and was drawn became the newspaper article. It is said that the picture was chosen as a choice at "Okinawa peace museum". It was one of Ryukyu Okinawa hometown and a school girl of a certain twelfth grader to have drawn the picture. I was glued to the newspaper article which the photograph of the picture was placed in. The fence of the US base was drawn on the other side of the fingertip of the both hands which it became the brilliant joining hands, and were drawn. I read words of "the thought" of the high school girl of the author loaded the picture with again many times and was impressed. It was written in the newspaper in this way:
"This fence is torn sometime and, through the present conditions, wants you to connect in the peaceful future". I am equal strangely that myself want to leave the thought 20 years later.／

【２０年の思い出】。
昨日の６月１９日行われた「米国軍の元兵士」による「琉球人女性rape殺人事件」に対する「アメリカ軍属事件抗議沖縄県民大会」。この昨日から続くマスコミ報道は、本質的な大きな問題を隠蔽しています。「沖縄核密約問題と琉球独立問題」という「在沖全米軍基地撤退や在沖全自衛隊基地撤去」に直結する本質的な大きな問題を一連のマスコミ報道は隠蔽しています。
そのような「単なる１米兵の女性rape殺人事件」へと矮小化しているマスコミ報道に接して２０年前にもあった今回と同じ現象が起こったことを私は思い出しています。２０年前同様、「政治問題」である筈の沖縄問題の本質を「刑事事件問題」へと矮小化。そして、２０年前の抗議集会会場ではあった被害者少女に対する謝罪の言葉。それが、今回の抗議集会会場に設置された壇上のスピーカーたちのうち誰一人たりとも「元米軍兵によって殺害された被害者女性の魂」に対して謝罪する者はいなかった。つまり、今回の彼らが「被害者女性の魂」に対して謝罪するということは、彼らが実は２０年前謝罪したことはうそだったことを彼ら自らが認めることになるからだ。だからこそ彼らが「被害者女性の魂」に対して謝罪をしなかった。「被害者女性の魂」よりも彼ら自らの保身が彼らの目的で今回この集会が行われたことをその事実が裏付けている。自らの収入が「住民の生命や人権を守ること」が最優先の「職務」として税金のすべてまたは一部であったりする壇上の彼ら。こんな彼らが示したそのような態度は、彼ら本来の職務使命を放棄してしまっている。この現象は、まるで私が上記で述べたような現代のマスコミ人らのその姿勢と彼らが談合でもしない限り起こり得ない。例えば、２０年前も現在も「政治家」を彼の生業として年間１００万円以上もの税金が給料である全責任者の沖縄県知事。その沖縄県知事にいたってもそうだ、なにしろ彼も「被害者女性の魂」に対して「沖縄にある全米軍基地を撤去させること」を誓っていない。彼の口から発せられた言葉の中にあったのは「痛恨の極み」と、「日米地位協定の抜本的見直し」および「琉球沖縄に存在する全米軍基地のうちのわずか７割しか存在しない米軍の海兵隊のみの撤退・整理縮小」という言葉だけだった。つまり、沖縄県知事の彼が「被害者女性の魂」に応えることになるはずの「謝罪の言葉や、全米軍基地撤去の言葉」という当たり前の言葉などは含まれていなかった。
客観的に見て、彼もまた保身のため、彼ら琉球沖縄のマスコミや為政者自ら同様に、日米両政府に忖度している一群の群れの中に埋没してしまっている、「彼らは沖縄問題の本質である政治問題を単なる刑事事件問題に矮小化し、すり替えている」。
そんな沖縄県知事の政治姿勢が私の中で明確になった。そして、今回の「アメリカ軍属事件抗議沖縄県民大会」、それは、被害者女性の魂にとっても、とても悲しいことだ、と私は思う。
２０年前のあの当時もそうでした。私は、悲しむと同時にとても悔しい思 いもした。それが私の２０年の悔しい思い出です。
その当時、沖縄の政治問題の焦点だった沖縄核密約問題。当時はその解決が米軍撤退の契機になり得た。２０年前のその当時はまだ「日本国・是非核三原則や日本国憲法」という国際的秩序や正義の理念が活きていて、人々がその理念や制度を自由に適用できる状況があった琉球沖縄社会。
しかし、１９６９年に行われた沖縄返還交渉の際の沖縄核密約から４７年が経過した今年になって日本政府の法制局長官はこんな国会での答弁を行い、うそぶいている：
「日本政府は、国是の非核三原則は尊重するが、日本国憲法は核兵器の使用を禁じていない」

いかにそれが玉虫色とはいえ日本政府はこの日本の国是として「非核三原則の尊重」の方針だけは変えることができない。そんな日本政府の最低限度のその公式発表のすぐそばから、アメリカ政府も今年になってこういうみっともない態度を示している：
「沖縄への核兵器持ち込みの合意文書はアメリカの歴史書に刻まれている」。よって、沖縄核密約はもうすでに「密約」ではないなど言わんばかりにうそぶいている。

このような恥知らずな日米両政府の悪だくみが渦巻く今。そしてその今と、あの２０年前当時の沖縄社会との違いをあえて一言で客観的に言及するとすればこうなる：
結論から言うと、「かつての日本軍国・帝国主義復活の道」をひた走るきな臭い現在の迷走する日米の状況。それが、人々が自由に法秩序の正当性を主張できなくなってしまっている現在の琉球沖縄社会を抑圧・迫害し続けている。一般市民の正当な主張が自由だった当時と今とでは雲泥の差がある琉球沖縄社会の実態。つまり、沖縄問題の本質が隠蔽されたまま日本国憲法や司法という正義の理念が消え失せてしまった」。
日本は非核三原則だけは厳守しなければならない状況にいかに日本政府が立たされているという、琉球沖縄にとっては一筋の希望の光が厳然と残されているにせよ。当事者であったはずの「琉球沖縄住民を脅しながら騙した日米両政府」。「琉球沖縄の住民を唆した日米両政府」。「琉球沖縄住民を欺いた日米両政府」。当事者であったはずの「琉球沖縄住民を蚊帳の外」に強制的に隔離した日米両政府。当時の琉球人の頭越しでこっそりと裏密約を結ばれた日米両政府による沖縄核密約。いかに誰も知らなかったこととはいえ、そんな不法な沖縄核密約を強要されていることになっている当事者であったはずの琉球沖縄住民。国際人権宣言や国際秩序や法からすると、沖縄核密約は無効だ。日米両政府が自ら破棄するべきだ。その事実からすると、琉球沖縄住民である私たち住民は、非核三原則がそんな玉虫色のままでさえも安心して暮らすことなどできない。
この不法な沖縄核密約を日米両国で廃棄させる責任が私たち琉球沖縄の大人にはある。次世代のための琉球沖縄の平和な未来のために。
【20年間続けていること】
日本国内の法の理念の行使を主張することによって、米軍が沖縄に核兵器を持ち込めなくなる。そのことが、かつてのニュージーランドやフィリピンなどのように米軍自らが 撤退し、沖縄からも米軍基地がなくなることは確実である。また、そうなれば米軍兵士もいなくなるのだから、今回のような事件も起こることは二度とないことになるはずだ。
つまり、米軍基地が撤去されること。そしてそのことこそ米軍がらみの事件や事故防止の最大の対策になる。そして、その一人の人間としての悔しい思いを抱えたままの私。私たち家族は、まったくの個人的な活動として、「沖縄の全米軍基地撤去」に確実になることになる沖縄島に存在する「核兵器専用貯蔵庫撤去住民運動」を当時から今日まで続けている。法の理念と非核三原則を盾に。それが私の20年間続けていることです。
【20年後に残したいもの】
先だってのこと。「祈る」と題されて描かれた絵画の写真が新聞記事になっていた。その絵が「沖縄県平和資料館」で特選に選ばれたという。その絵画を描いたのは琉球沖縄地元のとある高校３年生の女子生徒だった。私はその絵画の写真が掲載された新聞記事に釘付けになった。光り輝く合掌となって描かれたその両手の指の先の向こう側には米軍基地のフェンスが描かれていた。その絵画に込められたその作者の女子高校生の「思い」の言葉を私は幾度も読み返し、感動した。その新聞にはこう書かれていた：
「いつかこのフェンスが破られ、現状を乗り越え、平和な未来につながってほしい」。その思いは、私自身が20年後に残したいものと不思議と合致しています。
