"This is a good day for Europe in the industry," says Paula Iwaniuk, Drone Manufacturers Alliance Europe (DMAE). The European Parliament voted for the main European Aviation Safety Agency (EASA) Regulation.



The "Basic Regulation" is governed by EU rules. "It is mandatory for all its elements and is directly applicable in all Member States," explains EASA. "The main objective of BR is to" create and maintain a high and uniform level of civil aviation safety in Europe. ""

This renewal of the basic regulation "empowers the EU to regulate civilian spit and marks an important step towards building a strong European sewage market," says DMAE. "[Rules] will help EU residents, businesses and governments maintain the high level of safety of drone technology."

The Navy has awarded an initial $150 million contract to Lockheed Martin to develop shipboard lasers that can "dazzle" enemy drone swarms and take out small boats.

It's a "watershed moment" in the Navy's decades-long effort to develop laser weapons for surface ships, Ian McKennie, Lockheed's business development leader for laser systems, said Friday of the $150 million contract that could go to $942.8 million with options.

Lockheed plans to deliver two of the systems to the Navy in fiscal 2020. One would go on board an Arleigh Burke-class destroyer for testing and the second would be used for land testing at the White Sands Missile Range in New Mexico.

"Our design is scalable, and we can optimize it to meet requirements for future increments," Dr. Rob Afzal, a Lockheed senior fellow of laser weapon systems, said of the system called HELIOS, for High Energy Laser and Integrated Optical-dazzler with Surveillance.

"The HELIOS program is the first of its kind," said Michele Evans, vice president and general manager of Integrated Warfare Systems and Sensors at Lockheed.

HELIOS, she said, "brings together laser weapon, long-range [Intelligence Surveillance and Reconnaissance] and counter-[Unmanned Aerial System] capabilities, dramatically increasing the situational awareness and layered defense options available to the U.S. Navy."

"The primary targets are small boats and, even more importantly, small drones," McKennie said in a phone conference. He was reluctant to go into the classified specifics of the "dazzling" effects of HELIOS, but said the system was designed to "confuse or limit the capability" of enemy drones targeting Navy ships.

McKennie said the system was designed to be placed forward on the ship and be integrated with Aegis Combat Systems on board the destroyers, but he could not give an estimate on when HELIOS would be operational.

The Navy has experimented for decades with directed energy weapons and most recently placed an XN-1 LaWS (Laser Weapons System) ships' defense system on board the USS Ponce in 2014 for field testing.

The Ponce, an Austin-class amphibious transport dock, at the time was being used to test the Navy's Afloat Forward Staging Base concept, in which the ship would serve as a weapons platform and a base for Special Operations troops and Army attack helicopters. The Ponce has since been decommissioned.

McKennnie said the HELIOS program drew on data and lessons learned from the LaWS testing, which was combined with Lockheed's own work on lasers and experience with Aegis systems to come up with HELIOS.

There aren’t too many places left on Earth where one can hide completely undetected, but that’s what a “mega-colony” of penguins has been doing on a remote string of islands off Antarctica.

Scientists were recently stunned to discover that more than 1,500,000 Adelie penguins have been living in obscurity on the Danger Islands off the Antarctic Peninsula's northern tip.

The penguins managed to go undetected for so long because the islands where the birds live are so difficult to access that, even in the summer, ice-filled waters surrounding the islands make human visits too treacherous.

Dr. Tom Hart of Oxford University’s department of zoology who was part of the team that found the penguins, told The Daily Telegraph it’s amazing that so many birds could go undetected for so long.

“The weirdest, most surprising and incredible thing is that, in this day and age, something so big can go unseen,” he said.

In a new paper in the journal Scientific Reports, scientists with the Woods Hole Oceanographic Institution (WHOI) explain how they managed to spot the birds after noticing unusually large patches of excrement in images of the islands taken by NASA satellites, in 2014.

The team launched an expedition to the islands in December, 2015. While counting the penguins visually one by one, they also sent up a drone to take aerial images of the islands.

Hanumant Singh, professor of Mechanical and Industrial Engineering at Northeastern University, helped develop the drone's imaging system and explained it could take a picture once per second as it flew in a grid pattern.

“You can then stitch (the images) together into a huge collage that shows the entire landmass in 2D and 3D," he said in a statement.

That collage revealed thousands of nests where 751,527 pairs of Adelie penguins were living – more than the rest of the entire Antarctic Peninsula region combined.

Adelie penguins are the smallest species of penguin in the Antarctic, weighing just 3 to 6 kg. They live all over the continent, but in recent years, their populations have been dwindling due to climate change.

Between 2010 and 2017, for example, 18,000 Adelie chicks on the other side of Antarctica died of mass starvation after thick ice made feeding too difficult.

But the WHOI says the super-colony discovered on the Danger Islands seems to be doing rather well, with a population that has likely been stable for decades.

“Not only do the Danger Islands hold the largest population of Adelie penguins on the Antarctic peninsula, they also appear to have not suffered the population declines found along the western side of Antarctic peninsula,” study co-author Michael Polito, from Louisiana State University’s department of oceanography, said in a statement.

Study co-author Stephanie Jenouvrier, a seabird ecologist at WHOI, says it’s important to now understand why the population of Adélies on the islands is so different from the west side of the Antarctic Peninsula.

“We want to understand why. Is it linked to the extended sea ice condition over there? Food availability? That's something we don't know," she said.

Drones have come a long way over years and they’re taking off in popularity and price.
“You’re looking at about $700 and move up to about $1,300, depending on the model that you choose,” Robin Hoffman of London Drugs in Kelowna said.
So who’s buying drones? Believe or not, parents and professionals top the list.
“Real estate agents are buying them, wedding photographers, teenagers and dads. Dads are the big market this year,” Hoffman said.
Len Steg knows a thing or two about remote controlled aircraft.
He’s a long time member of the local RC flying club.
Steg believes drones are taking off in popularity because they’re easy to fly, but you just can’t fly it anywhere you like.
“You can fly it indoors in your rec-room, but when you go outside, you’re restricted as to where you can fly it, how you can fly it,” Steg said.
Transport Canada dictates where, when and how you should fly your drone.
For starters, you can’t fly it higher than 90 metres or 300 feet. If it’s a small drone, you have to keep it 30 metres away from vehicles, vessels and the public.
That stretches to 75 metres if it’s a large drone (more than 1 kg).
Flying within 5.5 km of an airport is strictly forbidden, you can only fly it during the day and you must be able to see it at all times. The maximum fine for breaking the rules is $3,000.
Think twice before heading out to the nearest field to play with your new toy.
“School yards are definitely out, playgrounds are out, local parks, government agencies — things like that — they prohibit radio control models of any sort now,” Legg said.
And if that’s not enough, Steg said you have to carry liability insurance in case the drone gets away from you and smashes into something or someone.
So if a drone is on your wish list, be prepared the follow the rules and one last thing — don’t expect a refund if you crash it on your first try.

New Jersey Governor Chris Christie signed a law on Monday making it illegal to fly an unmanned drone aircraft after too many drinks, a spokesman said on the Republican’s last day in office.
The law prohibits flying a drone with a blood alcohol content of 0.08 percent or higher, the same as for driving a vehicle, or while drugged. Violators face up to six months in jail, a $1,000 fine or both. The measure, which passed the Democratic-controlled state legislature earlier this month, also bars flying a drone near a prison or in pursuit of wildlife.

The drone measure was among 109 bills that Christie signed into law on his last full day in office, spokesman Brian Murray said by email. Christie’s successor, Democrat Phil Murphy, is to be sworn in on Tuesday.
At least 38 states are considering restrictions on drone flying this legislative year, according to the National Conference of State Legislatures.

The Consumer Technology Association has forecast that 3.1 million drones were sold in the United States last year, up 28 percent from the year before.

City of Kingston Police will soon be using drones to help with their investigations. The proposal was pitched to the force two years ago by Const. Darren Keuhl.
“It’s already being used by other police agencies so we are not reinventing it,” says Keuhl.
Kingston police plan to use drones in search and rescue operations, as well as criminal and collision investigations. Officers say aerial views of fires and natural disasters will also be valuable additions.
“We put officers on the ground to walk an area, so if we have a bigger area, we can actually scan the area, and maybe find a piece of evidence that’s tied into a crime scene, rooftops, tops of sheds etc., where you wouldn’t normally be able to get an officer,” says Keuhl.

Beyond the benefits, the technology has some potential drawbacks, says Jeff Reitzel, founder of Kingston drone company SkEye Stream. These drawbacks include battery failure, a bird flying into it and “there is a possibility of the drone of having a mind of its own and flying away.”
But the biggest concern involves public privacy, will these drones be an eye in the sky, keeping a constant eye on the Kingston community?
“Currently with any police investigation we won’t invade privacy, we would do it legally. So if we used this system for any type of investigation it would be done legally,” says Keuhl.

“I’m really happy to see that the Kingston police has embraced this type of technology. It’s something that’s going to continue to help keep the community safe,” says Keuhl.

Alphabet, the parent company to Google and several former Google subsidiaries, has begun testing drone delivery, but not in the same way we've seen from Amazon or some other companies. The tests in Australia show off Alphabet's unique system for drone delivery—packages will be lowered down by a string.
Alphabet's string delivery comes out of focus groups done back when its Wing drones were still in their earliest stages of development. The California multinational conglomerate, founded in a corporate restructuring of Google in October 2015, found that people were skeptical of actually touching or coming into contact with the drones delivering their goods, mainly out of concern that they would injured by its propellers.
A then-Google engineer developed the package drop system as a way to work around the problem of interacting with a drone. In its earliest iterations, the Wing's string was a fishing line, but Google's Australian test shows it has clearly evolved. An employee of a business can now take a Wing bag and put it onto a hook which is winched up to the drone.
As the tests expand into more myriad categories, like fast food and pharmacies, Wing is also reflecting on what its learned about delivery in its recent tests. In a blog post, co-lead James Ryan Burgess writes that:
Our drones are able to deliver items almost anywhere — backyards, public parks, farmlands or even fire-breaks. But we need to train our systems to reliably identify safe and convenient delivery locations. This is more complicated than it looks. We have to incorporate customer preferences — e.g. many of our testers would like packages delivered to backyards so they're not visible from the road, or near kitchens so food items can be unpacked quickly. And we have to be ready to accommodate changing conditions at the delivery location.
While our unmanned traffic management (UTM) platform lets us pre-plan a flight route, the sensors on our aircraft are responsible for identifying obstacles that might appear during a flight or delivery, like a car parked in an unexpected spot, or outdoor furniture that's been moved. The more test deliveries we do, exposing the sensors on our aircraft to new delivery locations, the smarter our aircraft's algorithms will one day become at picking a safe spot for deliveries.
While Alphabet has already tested drones as a burrito delivery system, there's still apparently more to learn. Beyond being a great piece of marketing, Burgess says the company still has to "make sure our technology fits in smoothly into their kitchen operations, as their staff have to juggle many orders at once to ensure that every customer is served fresh, hot food in a timely fashion." There's also the question of timing, how early drones will let both businesses and customers know of their arrival.
Alphabet is one of a number of companies working towards perfecting drone delivery. Amazon had its first successful drone delivery in the United States earlier this year. UPS has released video of a drone launching out of one of its brown delivery trucks in a small town in Florida. DHL began testing drone delivery in Germany in 2016.
Drone delivery currently remains illegal in the United States, all stateside testing is done with clearance from the FAA. That's one of the reasons why companies are looking outside of the United States for the experimental burrito drops, and why countries are starting to use drone testing sites as lures for business. These companies want widespread drone delivery as soon as possible.

Flying a drone in the U.S. is tricky. Thanks to regulations passed two years ago there are a number of new rules that all drone pilots have to abide by. These include flying below a certain altitude, flying away from airports and military bases, and having a line of sight to the drone at all times. While these regulations do make sense for hobbyists, they make it hard for companies like Amazon to get their drone delivery businesses off the ground.
While those regulations aren't going away anytime soon, the government is beginning the process to make it easier for companies to circumvent them. Just last week, President Trump signed a memo to the Department of Transportation, directing them to begin the process of developing rules to allow commercial drone operators to fly more freely in the U.S.
So what does that mean for drone pilots? Not much right now, but it might mean more commercial opportunities in the near future. These new rules the DoT is developing, collectively called the Unmanned Aircraft System Integration Pilot Program, could loosen the regulations that are already in place, making it easier for businesses and individuals to fly drones.
But first, the DoT has to decide what these new rules are going to be. To do this, they're going to take proposals from local, state, and tribal leaders over the next few months. Then, the DoT will choose the five most promising proposals and run small experiments over the next three years, to see which is the best. Then, whichever proposal does the best will be implemented nationally.
When these new rules are finally implemented, they could trigger a "drone boom," where drone-related businesses and services skyrocket. Not only will companies like Amazon benefit, but a wide range of industries like agriculture, surveying, insurance, and disaster relief could see major innovation starting three years from now.
