In addition to the $2.2 billion in assistance Japan pledged for the Middle East two years ago, Abe said his government would provide another $2.5 billion in non-military assistance in fields such as humanitarian assistance and infrastructure.

Abe's arrival comes just two days after the International Criminal Court said it would open a preliminary probe into possible Israeli war crimes following a complaint filed by the Palestinians.
The move was roundly denounced by both Israel and Washington, and Netanyahu is reportedly planning to discuss the move with Abe.
Japan is both a party to the ICC and its biggest financial backer. According to figures to June 30, 2014, Tokyo contributed 20.4 million euros ($23.6 m) to the court's yearly budget which totalled 121.6 million euros.
After Japan, the biggest contributors were Germany (13.4 m euros), France (10.5 m) and Britain (9.7 m).
Israel has pledged to lobby its allies to cut off funding to the court.
Israel is also lobbying Canada over the ICC move in talks with visiting Foreign Minister John Baird. Last year, Canada contributed 5.6 million euros to the court's budget.

矛盾に満ちた安倍首相の中東訪問が続く

中東のことを何も知らない日本国民をいいことに、そしてもはや外務官僚の代弁者に成り下がった同行記者の御用報道ぶりをいいことに、矛盾に満ちた安倍首相の厚顔な中東訪問が何のおとがめなしに続けられている。
たとえばエジプトで行った演説をみよ。
寛容、中庸、中東の伴走者だと。
どの面さげてそう言えるのか。いくら嘘でも嘘が過ぎる。たとえば各国でばらまく援助を見よ。テロ対策や人道援助という名目の下で、財政支援の大盤振る舞いだ。かつて私が援助を担当していた時、財政援助は最悪の形態の援助とされてきた。大蔵省(財務省）は決して認めなかった。援助資金がどのように使われるか管理できないからだ。我々が汗水垂らして収めた税金がムダ金になる。
腐敗した為政者の懐に入る可能性がある。それどころか戦争に使われ、テロに回るおそれさえある。こんなことならいっそ日本企業支援のプロジェクト援助に徹したほうがましだ。たとえば中東和平の橋渡しだ。
まもなくイスラエル入りしてネタニヤフ首相と話し合うという。世界の潮流は今、国際刑事裁判所へのパレスチナ加盟を支持する方向に傾いている。そんな中で、かたくなに反対しているのがイスラエルと米国だ。国際刑事裁判所は今いま、昨年夏のイスラエルのガザ侵攻で見られた攻撃の応酬について、パレスチナ（ハマス）とイスラエルの双方の戦争犯罪を訴追しようとしている。
パレスチナ(ハマス）はこれに応じ、刺し違えてでもイスラエルを訴追しようとしている。ところがネタニヤフ首相は、国際法を最高水準で従ってきたイスラエルを訴追しようなどとは、ばかげている、などと、ふざけたことを言って、一蹴している。
中東和平実現に積極的外交をすると公言した安倍首相だ。ネタニヤフ首相との会談で、国際刑事裁判所に従え、「法と支配」を守れと、世界の前で言えるのか。これ以上の矛盾に満ちた厚顔な安倍首相の中東外遊はない（了）

Japanese Prime Minister Shinzo Abe to visit Israel at head of delegation of more than 100 Japanese government and business officials • Palestinian protesters in Ramallah hurl eggs and shoes at convoy of visiting Canadian FM John Baird.
Japanese Prime Minister Shinzo Abe, Canadian Foreign Minister John Baird and a delegation of U.S. lawmakers, led by Senator John McCain will all visit Israel this week and meet with Prime Minister Benjamin Netanyahu.
Netanyahu will call on his visitors to take steps to thwart the unilateral diplomatic initiatives currently being promoted by the Palestinian Authority. Japan is a member of the U.N. Security Council and Canada is one of the funders of the International Criminal Court in The Hague. Netanyahu will speak with the bipartisan U.S. congressional delegation about halting U.S. funding for the Palestinian Authority due to its unilateral moves against Israel.
On Sunday morning in Ramallah, dozens of Palestinian protesters hurled eggs and shoes at Baird's convoy. Baird was in Ramallah to meet Palestinian Authority Foreign Minister Riad Malki.
Protesters also held signs reading: "Baird you are not welcome in Palestine." Activists from Palestinian Authority President Mahmoud Abbas' Fatah party earlier called for a boycott of Baird because of Canada's perceived pro-Israel stance.
In a statement, Baird described his meeting with Malki as "cordial and constructive" and included "candid and frank exchanges on areas where we differ in opinion."
Abe was to arrive in Israel on Sunday at the head of a delegation of more than 100 Japanese government and business officials.
On the first leg of his Middle East tour on Saturday, Abe was in Cairo, where he warned that the world would suffer an "immeasurable loss" if terrorism spreads in the Middle East and pledged about $200 million in non-military assistance for countries battling the Islamic State group.
Islamic State, which controls large parts of OPEC oil producer Iraq and neighboring Syria, has declared a caliphate and wants to redraw the map of a region vital for Japan's energy needs.
"It goes without saying that the stability of the Middle East is the foundation for peace and prosperity for the world, and of course for Japan," Abe said on Saturday.
"Should we leave terrorism or weapons of mass destruction to spread in this region, the loss imparted upon the international community would be immeasurable."
Highlighting his concern, Abe told a meeting of the Japan-Egypt Business Committee that Japan would provide non-military financial backing for countries fighting against the Islamic State group. "I will pledge assistance of a total of about 200 million U.S. dollars for those countries contending with [Islamic State], to help build their human capacities, infrastructure, and so on," Abe said.
Regarding the ongoing instability in the Middle East, Abe said, "There is no shortcut to nipping violence in the bud. There is no way other than bringing stability to people's livelihoods and fostering a middle class, even if it takes time."

"The Middle East ... that's the region endowed with great possibilities," Abe said. "And yet now it appears to be no exaggeration to say that the region is exposed to a challenge that is among the most serious in its modern history."
Abe also called on Israel and the Palestinians to resume negotiations, with the goal of reaching peace deal based on the two-state solution.
