建屋に流れ込む水があるということは、逆に建屋から地下水脈へと流れ出す水がある。この地下水脈へと流れ出る汚染水は原発事故以来、だれもコントロールしていない。地下水の流入から流出を差し引いた結果としての汚染水の増加量だけは、貯蔵タンクのキャパシティーとの問題から注目されて議論されているが、地下水脈に流れ出している汚染水については隠され続けている。
