東京都内の新型コロナウイルスの感染者数の急増を受けて、緊急事態宣言の発令が秒読み段階に入ったとの観測が広がっている。緊急事態宣言を取り巻く動き付随しては、社会制度・システムの崩壊とも言うべき危険（リスク）がある。
