What is a paper?

1)New results should be contained.
2)They are right and, nontrivial, and they have some general interest.
3)The originality of results is important and their precise citations and proper references are also important. Fairness spirit is also important from the ideas.
4)A paper should be written in some good way.
5)The representation of the paper should be simple and compact.
6)Any trivial mistakes should be excluded.
7)A paper has to be attractive for some peoples.

However, for a survey paper, the items 1) and 2) may be escaped.
In the Short Notes, in 2-3pages, some concrete examples and opinions are well come.
