１）「この様な取組みが、全国の他の自治体に勇気を与えると思いますよ」　
Such local commitment(/activities) will inspire other municipalities.

★勇気を与えるは、 inspire　や encourage ですね
　他には、英語発想に基いて、give を使って、
　　－－will give a good inspiration/courage to other municipalities.としても良いですね

２）　「吉田選手は金メダルを獲得し、国際試合連勝記録を104に伸ばしました」
Ms. Yoshida won the gold medal today and marked
her 104th straight victory at international competitions.

★★連勝を104に伸ばした、とは、いろいろと言い方がありますが
　　平易に言うには、mark the ○○th straight victoryといえば良いですね

３）　「日本人の腸(the intestines)は、食物繊維(dietary fibers)の
　　　　多い食べ物から栄養分(nutrients)を効率よく吸収する為に
　　　　欧米人と比べ長くなっています。

Comparing to westerners, Japanese people have longer intestines
which are designed to take nutrients more efficiently from foods rich
in dietary fibers. These longer intestines also cause a problem to
Japanese people. Due to the longer intestines,
Japanese people tend to suffer from constipation.

It's time 主語　過去形(動作）　で、
　今ごろは、とっくに～しても良い時間です（→だから何をしようとね？）と

　子供の就寝時間が　夜の9時として、お母さんが言う場合、
　It's time for you to go to bed. は、8：50分、8：55ごろのセリフ　
　
　It's time you went to bed. は、9:10, 9:15ごろのセリフです。

英語では最初に相手の注意を引く様な言い方をします。そして、詳細を言います。
Heを主語にしても良いですが、そのheが弾いている音楽がヘンテコリンという事です
から、「みてん、あれでも音楽やきね」という皮肉です
