花見友紀の「鉄道のある日常」

1日、麗ちゃんの日記が届いた。今月での日記終了が発表されているため、これがおそらく最後の日記になるかと思われる。

毎月1000円のお小遣で、好きな電車に乗っている麗ちゃんだが、今月分は全額東北地方太平洋沖地震で被災した三陸鉄道へ寄付したそうだ。地震と津波で線路が破壊され、今も一部区間のみでの運行が続いている三陸鉄道。三陸鉄道といえば、「べびプリ」のイラストレーターでもあるみぶなつきさんも応援している鉄道。自分からなのか、みぶさんに触発されたのかはわからないが、麗ちゃんも鉄道ファンとしての使命感を持ったのではないだろうか。

自分のできる範囲で被災地支援。僕もTSUTAYAポイント・楽天ポイントを寄付したのに続いて、先日池袋にある宮城県のアンテナショップで小さなバウムクーヘンを買った。そして、お釣りの1円玉を全額募金した。本当ならば、4日にこれまた大地震で液状化の被害を受けた埼玉県久喜市の旧栗橋町地区で開かれる、三鉄へのチャリティイベントに参加したいのだが、眼科検査の予定があり行けない。僕も三鉄に寄付したいのに!!

僕は今「週刊プレイボーイ」の三陸鉄道の奮闘記を読んでいる。前・中・後編の3部構成で、僕が読んでいるのは中編。山の中とトンネル内で大地震に遭遇した2人の運転士のルポルタージュだ。無線が繋がらない中で、自らの判断で乗客を避難させた運転士、すばらしい!!感動した!!被災した線路の写真も載せられていたが、見ただけで悲惨な状況が伝わってきた。

一方「東洋経済」では、三陸鉄道の復旧費用を誰が負担するかが問題になっているという。三陸鉄道は地元自治体がインフラを所有し、三陸鉄道は列車運行のみを担当する「公設民営」方式を導入している。公設民営の鉄道路線が自然災害の被害を受けるのは今回が初めて。そもそも赤字続きだった三陸鉄道を救済する政策として、公設民営にして三鉄に代わって自治体がインフラに係る費用を負担する方式を導入したのだが、今回の大地震ではインフラ経費を担当する自治体も、多くの職員はもちろん役場までもが津波に流されてしまう大きな被害となった。そのためインフラ所有者の自治体が巨額の負担をするのは不可能。もちろん三鉄にも支払能力はない。このしがらみ、危機的状況を打破するためにも、鉄道ファンの寄付金が復旧費用の最大の担い手になるのではと予想される。また、三鉄を一度見捨てた鉄道建設・運輸施設整備支援機構も復旧費用を負担（補助）してほしいところだ。

一日も早い復旧を願う。


On 1st, Urara's diary was updated, and probably this might be the last because the diary would end by this month.

Urara gets her monthly allowance of 1000 yen and uses it to travel with her favourite trains. But this month, she donated to Sanriku Railway to wish the railway restored early. The March 11 earthquake and tsunami destroyed the railway and it still stops partly. Natsuki Mibu, the illustrator of "BabyPrincess", also supports Sanriku Railway. Not knowing whether by her own or influenced by him, Urara might also felt a sense of responsibility as a railfan.

Support as far as we can is now in fashion. I not only donated the points of Tsutaya and Rakuten, but bought a piece of Baumkuchen and put the change of 1 yen coins to the collection box. To tell the truth, I want to go to Kurihashi, Kuki City, Saitama, where the quake hit and which got the liquefaction damage, to join a charity event for the donation. However, I can't due to the ophthalmology test.

Now I'm reading an article about Sanriku Railway on "Playboy magazine". This article is serial in 3 instalments and now I'm reading the 2nd. The main feature is 2 train drivers being visited by the quake in a mountain and a tunnel. While the radio unit couldn't use, the 2 drivers rescue their passengers. I appreciate them!!

On the other hand, "Toyo Keizai" said that it is big trouble who pay the cost for the restoring Sanriku Railway. To support the company continuing to bleed red ink, Sanriku Railway introduces the separation of infrastructure and operation, the cities and towns own the railway and station buildings, etc and the railway company just only operate the trains. It is the first time that separated railway get terrible damage. However, the cities and towns lost many staffs and the office building by tsunami. So the infrastructure owners can't absorb the charge for the rebuild the railway facilities. Needless to say, the railway company also can't. The best way to solve the crisis may be the donation of railfans. And I want to say the Railway Construction, Transport and Technology Agency, once abandoned the construction of the railway, should pay the subvention.

I also wish the railway restored early.
