NTT解体について その2
NTT解体について、二回目の投稿をします。 資料 『放送・通信のあり方に関する懇談会』、(通称『竹中懇』)の 最終報告書 前回の記事で最後にこんな問題提起をしました。 (引用開始) 現在はむしろ、IPサービスをメインとして、再編されたAT&Tなどの企業が世界市場を求めて世界進出しようとしているのに、どうして、国際競争力のあるNTTをつぶす必要があるのでしょう?これは考える価値のある謎です。 (引用終わり) AT&Tはアメリカ最大手の電話通信業者で、かの有名なベル研究所(Bell Labs)を有している会社です。 この会社は、まだ遠距離電気通信(いわゆるテレコム)がまだ固定電話主流であった約20年前当時、米国で支配的な思潮を形成していた反独占訴訟の煽りを受け、それまでは米国内で自然独占状態にあったその会社組織を地域ごとの電話会社に分割しました。しかしその後、ケーブル通信やインターネット、非回線電話通信(携帯電話)などの非固定電話通信が次々サービス化されていく中で、技術革新の時代のR&Aに対応できず、経営状態を悪化させていました。 そのような歴史を経てきた現在のAT&Tは、実際はAT&Tの旧子会社のSBCコミュニケーションズが本家AT&Tを買収して改名した会社です。そしてこの新AT&Tは、ベライゾン・コミュニケーションズ(Verizon Communications)、 クウェスト・コミュニケーションズ(Quest Communications)と並んで米国最大手の通信業者となりました。もちろんこの新AT&Tの動きに対抗して、例えばベライゾンがMCI(旧ワールドコム)の買収を発表するなどの動きをとるなど、全体として米国では通信業界の再編(つまり大手業者の再統合による寡占化)が起こっているわけです。この動きの中でもっとも注目を浴びているのが、IP電話サービスやIPTVサービスと呼ばれるものです。(「竹中懇」の中でも「IP時代の幕開け」といったような表現で強調されていました。)アメリカの通信業界再統合により、アメリカの通信業者は世界市場進出を狙おうとしています。その意思が公然と公表されたのが、米国シンクタンクのハドソン研究所上級研究員の日高義樹氏が出演するTVインタヴュー番組である『ワシントン・レポート』(東京12ch)の今年5月26日放送分『The Great revolution in Telecomunication』です。(番組要旨貼り付け開始)2006. During the '80s, the U.S. divided then too strong AT&T into some local telecommunication companies to promote competition. But backed by advancement of technology and change of era -- fusion of telecommunication and broadcasting, rising of Internet -- now AT&T is reconsolidating --------------------------------------------------------------------------------- 1st. Technological circumstances are totally different between 1984 and 2006. On the other hand, cable companies has already started to offer telecommunication services. PowellBeginning of the global competition in telecommunicationUntil recently, the U.S. are not so enthusiastic to gain mastery over global telecommunication market. b>AT&T are not going to make inroad into global market even after re-consolidation via several M&A and conversion, but are already ready to do so. Following the reorganization of the Internet business world, global competitions would become more and more severe. --------------------------------------------------------------------------------- 4th. Section. with Fred UptonThe reason why the U.S. is making new telecommunication lawThe public hearings are giving on the revision -- a first great revision in 10-year -- of Telecommunication Law in the U.S. The slogan of this revision is "Competition & Conversion", implying that fusion between telephone, cable, broadcasting and Internet. The main aims of this revision are to deprive privileges from local telecommunication companies and cable companies in order to promote competition, especially to beef up telecommunications. Cable companies and local telecommunication companies are opposing the bill. Final judgment on the revision will be made by the Justice Department, but there is little opposition. Revised law would be passed with bipartisan support by the end of this July. Interpretation; Japan has also privatized divided the ex.Telephone and Telegram Bureau into several NTT group firms. It is not rational to renationalize the NTT group. But how about re-consolidation? In order to face up to the global competition, some national policy should be considered. For example, is it rational that the regional telecommunications are divided between NTT West and NTT East? I doubt that. Even it is also not rational that abroad communication is independent as NTT Communication. --------------------------------------------------------------------------------- 5th. Section. with Fred UptonFusion of the "telephone", "TV" and "Internet"The U.S. will converse "telephone", "TV" and "Internet" Re-consolidation of AT&T should be taken for granted following the change of time and technology. It would become more and more difficult to discriminate "telephone", "TV" and "Internet". The U.S. would comeback to the top of the world under the new law from other leading countries such as Ireland. Appendix.USA Today reported on May 11th that AT&T, Bell-South and Verizon offered database of telephone communication within the boarder to NSA: National Security Agency. Needless to say, this move aims to pick up useful information for the sake of war against terror. Is there any relation between reconsolidation of AT&T and the U.S. national security policy measure? I confess that I have no evidence to prove this not to be fabricated story. So this is only a groundless conjectures.b>But at the same time we should also remind the existence of "Echelon" that watches almost all of communication and collect information around the world. And It is said that Echelon is collecting information not only in relation to national security but also economic matters such as confidential information of firms. --------------------------------------------------------------------------------http://members.aol.com/nishitatsu1234/1/HidakaReport/2006-5-21.htm より(引用終わり)元米国連邦通信委員会委員のマイケル・パウエル氏(元国務長官コリン・パウエルの息子)の「いくつかの企業買収を通した経営力再強化を図った後であるとはいえ、AT&Tは世界市場に参入する(明白な)意思があるわけではないが、その準備はできている」“AT&T are not going to make inroad into global market even after re-consolidation via several M&A and conversion, but are already ready to do so.”という(若干意味不明な)発言から、AT&Tの本音を知ることができます。いささか奇妙なことに、氏はかつて米国法務省反トラスト局に勤めていました。番組の中ではその後かつて反トラストと叫んで強制分割されたAT&Tを統合する立場になった彼が、そのスタンスの矛盾を突かれてお茶を濁す場面がありました。要は、アメリカの反独占政策などというものは、独占をやったほうが儲かりさえするのなら簡単に変えてしまっていいということなのでしょう。二人目のアプトン氏は「司法当局の反対はない」と言っています。このあたりの政治屋にとりついている企業勢力を洗い出す力はありませんが、間違いなく二人とも通信族の筋にあるでしょう。さて、NTTの解体が客観的に見て時代錯誤的であることはいままでの説明で分かったかと思います。国内最強の通信業者を解体することは、再編を進めつつあるアメリカの通信業者の日本市場介入を招くだけであるということです。アプトン氏はまるでそれを望むかのように、巧みにAT&T再編とNTTの再統合を区別しながら、NTTの完全分離を促す発言をしています。こう見ると、「竹中懇」のペーパーは、アメリカの国益を代弁しているかのようにすら見えてきますね。次回はアメリカの政策的意図が日本の竹中懇に影響を与えていることの証左となる『年次改革要望書』について検討しす。今の心境を言います。アメリカさん、二枚舌を使いすぎて噛んでしまわないように気をつけてください。
